Will not completely stop flow of oil. Is that something I can remove and replace with new? Thanks in advance for the help anyone

But it is impossible to turn in any direction. We have 3/4 of a tank of oil – now, so that isn’t the issue. What do I do? There is a small, loose screw above this valve that turns easily. I have primed till I am angry and no ignition. HELP!!
